Kuwait goes digital with mandatory vehicle insurance starting October 25th
The unit also established specific requirements governing insurance brokers’ access to the updated system. Registered insurance companies may grant contracted brokers a sub-user account to issue policies, provided the arrangement is explicitly included in their contract and all regulatory requirements are met.
Insurance brokers must identify the employees registered under the company’s residency sponsorship who are authorized to use the sub-account. They must also submit a declaration and undertaking on the company’s official letterhead, signed by the general manager, confirming that the account will be used exclusively by authorized employees.
Policy issuance must take place within the broker’s licensed premises. Issuing documents from any other location is prohibited, and insurance companies may not activate sub-accounts until the contractual requirements, authorized employee details and required declaration have been completed.
o ensure brokers are prepared for the transition, insurance companies have been instructed to conduct introductory workshops on using the Beema system, beginning from the date of the circular. They must maintain records identifying the participants and provide them to the unit whenever requested.
The unit stressed that premiums for insurance policies must be paid exclusively through electronic payment channels. Cash payments are prohibited under all circumstances, in line with regulations governing entities supervised by the unit.
The circular’s provisions will remain in force without prejudice to Resolution No. 32 of 2025 until a relevant regulatory decision is issued.
The Insurance Regulatory Unit urged all concerned companies to comply fully with the new requirements, warning that violations could result in accountability measures and legal action under Law No. 125 of 2019 on Insurance Regulation, its Executive Regulations and amendments, as well as the unit’s decisions and circulars and other applicable legislation.
