PM’s Scholarship

 
Kendriya Sainik Board, Department of Ex-Servicemen Welfare, under the Ministry of Defence, has invited applications for PM’s scholarship for dependent wards / widows of ex-servicemen and Ex-Indian Coast Guard personnel under the Prime Minister’s Scholarship Scheme (PMSS).
 
The scholarship is to encourage higher technical and professional education for the dependent wards of Ex Servicemen / Ex Coast Guard personnel and their widows (below officer rank only) and dependent wards /widows of Ex Servicemen / Ex Coast Guard personnel who died / disabled in harness due to causes attributable to Military Service / Coast Guard Service, irrespective of the rank.
 
Applicants should be students who are Dependent Wards / Widows of Ex Servicemen & Ex Coast Guard personnel who died in harness / disabled due to causes attributable to military service / coast guard service, irrespective of the rank or dependent wards of Ex Servicemen / Ex Coast Guard personnel and their widows (below officer rank only).
 
Applicant should have taken admission in 2015, in Professional Degree Courses like BE, B Tech, BDS, MBBS, B.Ed, BBA, BCA, B Pharma, etc. duly recognized by the respective Government Regulatory Bodies, such as All India Council for Technical Education, Medical Council of India, UGC etc. Master Degree Courses except MBA, MCA are not eligible for PMSS. The list of eligible courses is given in the Brochure that can be downloaded from https://desw.gov.in/.
 
The facility under PMSS is restricted for first Professional Degree Course only. Applicant doing B Ed will be eligible while those doing BA+B Ed are not eligible. Similarly, those doing LLB are eligible but those doing BA+LLB are not eligible. In case of integrated ME / M Tech / M Pharma, initial three / four years degree will be given.
 
MEQ for entry to various Professional Courses differs e.g. for MBBS it is 10+2 whereas for BE / B Tech it is 10+2 / Diploma, It is graduation for B Ed and MBA. A candidate must have minimum 60% marks in MEQ to be considered for scholarship. Students should have scored 60% and above in Minimum Educational Qualification (MEQ) (10+2 / Diploma / Graduation).
 
Students studying abroad are not eligible for this scheme. Students getting stipend for the Professional Degree Courses are also not eligible. No distance learning course is permitted under PMSS. PMSS can be availed for one course only.
 
The Order of preference for selection of candidates will be as under:-
(i) Category 1: Wards / Widows of ESM / Ex Coast Guard personnel killed in action
(ii) Category 2: Wards / Widows of ESM / Ex Coast Guard personnel disabled in action and boarded out of service with disability attributable to Military / Coast Guard service
(iii) Category 3: Wards / Widows of ESM / Ex Coast Guard personnel who died while in service for causes attributable to Military / Coast Guard Service
(iv)  Category 4: Wards / Widows of ESM / Ex Coast Guard personnel disabled in service with disability attributable to Military / Coast Guard Service
(v) Category 5: Wards / Widows of ESM / Ex Coast Guard personnel in receipt of gallantry awards
(vi) Category 6: Wards / Widows of ESM / Ex Coast Guard personnel (PBOR Only).
 
Application: Application Forms are to be downloaded from the website https://www.desw.gov.in. Application forwarded in any other format will not be considered. Aadhaar No of the student is to be given at Para 13 at Page 2 of application. Application is to be forwarded on plain A4 size paper (typed or handwritten) in the prescribed format duly completed in all respects with superscription on the envelope ‘Prime Minister’s Scholarship Scheme for the Academic Year 2015-16’.
 
The following documents are to be attached along with PMSS Application Form.
(i) Specimen Copy of Ex-Servicemen / Ex-Coast Guard Certificate (Annexure-1 of Application Form)
(ii) Photocopy of Matriculation Certificate duly attested for verifying the Date of Birth
(iii) Minimum Educational Qualification certificate self-attested, as applicable. (10+2 Mark sheet / Graduation (mark sheets of 3 years) / Diploma (mark sheets of all semesters)
(iv) Photocopy of 1st page of Bank Passbook / one cancelled cheque leaf showing name and A/c Number of student
(v) Self-attested copy of PPO and Copy of Part II Order in case of Category 1 to 4 (Copy of POR in case of Air Force and Gen Form in case of Navy) and Award Certificate Along with Gazette Notification in case of Category 5
 
Check List duly signed by student is to be attached with the Application Form.
Two stamped (Rs. 5 each) blank window envelopes of 27x12 cms are to be attached with each application so as to facilitate correspondence with the candidate by KSB / RSB / Coast Guard Headquarter. Failure to attach above mentioned documents / certificate will lead to rejection of application. All columns are to be filled in each document. Amendment / use of whitener will not be accepted.
 
A candidate should submit only one application form for one course. If a candidate submits two applications, for more than a course, both the applications will be rejected. Application along with relevant documents & certificates are to be forwarded to respective Rajya Sainik Board / Coast Guard Headquarter, latest by 30th November 2015.
 
The application will be received by the RSBs / Coast Guard Headquarter and will be acknowledged with a seal and date of receipt.
The concerned RSBs / Coast Guard Headquarter to scrutinize / check the Application Form with regard to their eligibility criteria prior to forwarding the same to KSB. No application will be accepted by KSB which is not scrutinized by RSB / Coast Guard Headquarter.
 
Applications will be short listed based on Ex Servicemen / Ex Coast Guard category as per the priority fixed for Grant of Scholarship and percentage of marks obtained in MEQ. List of selected candidates will be forwarded to RSBs / Coast Guard Headquarter after the merit list is finalized by the BOO at KSB. Students will be informed by RSBs about their selection. The list of selected candidates will also be uploaded on the website https://www.desw.gov.in
 
Duration of Scholarship:
Two to five years as duration of the course approved by the concerned Regulatory Body (Except one year for B Ed). A total number of 4000 students will be selected.
 
Amount of Scholarship:
The amount of scholarship would be as follows: (a) Rs. 2000/- per month for boys Paid annually after selection (b) Rs. 2250- per month for girls
 
Payment of Scholarship:
First payment will be made automatically just after the selection in merit list of 4000 candidates. For subsequent payments the candidate should submit the Payment cum Renewal Form along with Bonafide Certificate for subsequent Payment of PMSS (as per specimen given) duly signed by the Principal / Dean / Registrar of the Institution / College, Mark Sheets of both semesters / academic year, self-attested & photocopy of 1st page of bank pass book, within six months of declaration of result, directly to Kendriya Sainik Board (KSB), R K Puram, New Delhi on completion of each academic year, till completion of the course. For subsequent payments, 50% marks are mandatory in each semester / academic year. It is the responsibility of the candidate to submit his / her renewal documents for claiming subsequent payments, till completion of the course. For claiming final year scholarship, the renewal documents are required to be forwarded within one year of completion of course. Thereafter the scholarship will be closed. If a student failed in any semester and / or aggregates, his / her scholarship will be closed for ever.
 
Account Details: All candidates are to open bank account in State Bank of India or Punjab National Bank which has ‘electronic clearance system’ / Core Banking, to facilitate transfer of the scholarship amount. In case of minor account of any candidate, the same must be converted into major account. In case of minor account, a joint account with parent will also fulfil the requirement. The scholarship will be remitted in Bank Account Number (PNB / SBI only) which should be linked to Aadhaar Number of the selected student.
 
The scholarship is admissible for only two children of ESM / Ex-Coast Guard. Particulars of all children should be indicated in Para 13 of Annexure 1. This should be according to the Discharge Book / Certificate of the Ex-servicemen / Ex-Coast Guard.
 
In case of change of any address, course, college, it is to be intimated immediately to Kendriya Sainik Board in writing. Applicant should mention Selection Number, Name of Applicant and ESM / Ex-Coast Guard particular for any correspondence with KSB & RSB / Coast Guard Headquarter after getting selected for PM scholarship.
 
PM Scholarship is eligible to the male dependent wards of ESM up to 25 years of age and to female ward till she gets married. Change of the Course / College by the selected student and getting fresh admission in subsequent academic year will lead to rejection of his/her scholarship forever.
