Labour Bulletin – August 2021
Brief Facts:
As per latest official statistics, total 10,29,861 Indian nationals are residing in the state of Kuwait. They are present in all segments of society in Kuwait and are considered largely as disciplined, hardworking, and law-abiding. By and large, the Indian workforce is well regarded by the Kuwaitis due to their sincerity, hard work, peaceful and lawabiding nature. Around 90 % of the population is employed in various fields such as Government sector, private sector, Independent business and domestic sector.
Food packets distribution in the Embassy:
Since September 2020, Embassy has been distributing lunch packets to the distressed Indian workers visiting the Embassy. 560 food packets were distributed during July 2021.
Fortnightly medical camp at Domestic workers shelter:
At the Domestic workers’ shelter, we take care of distressed Indian male and female workers and provide food, clothes and other basic amenities, while their grievances are resolved in coordination with concerned authorities.
Labour Complaints: Total 390 Labour complaints received during July 2021 and 213 were resolved during the month.

Ladies and Gentlemen,
Let me begin by wishing you all, a very happy and healthy new year 2021!
It gives me a great pleasure, to address you all today and welcome you all to today’s conference, which is our first virtual event in the new year, under the theme ‘Aatmanirbhar Bharat (Self-Reliant India)’. It is Hon’ble Prime Minister Shri Narendra Modi ji’s vision, to make India a global manufacturing hub, tapping into our abundant natural resource base, and employing our strong human resource capital.
Today we are exploring, the trade and commercial prospects, for one of India’s major resources, - marine resources. With 7516 km long coastline, India is richly endowed with an abundance of marine flora and fauna. Consequently, marine products of a great quality and quantity are available for cultivation in India.
Coming from the Indian state of Kerala, where the backwaters build, a context for the large part of our geographical, social and cultural lives, and the ocean and its produce are ubiquitous, I have a great appreciation for all things marine. In Kerala, our milieu, is also defined by another phenomenon from a long time, that of, our close and continuous contact with the Arab countries.
Not just Kerala, but the entire Western coast of India, has been in close contact, with the people, on the other shore of the Arabian Sea.
For centuries, Arabian traders traversing the sea, in their sailing ships, formed a major trade and commerce connection between the east and the west. Dhows, or small sailing ships, or Booms or the large ships from Kuwait, bringing pearls and dates from Kuwait to India, and selling it there, were instrumental in linking our two cultures. On return from India, they brought cereals and spices, and textiles and other products of everyday use. This maritime connect, has enriched India, and it has brought together the two civilizations.
India and Kuwait, are separated, only by the Arabian Sea between them, meaning that we are closest of the neighbors, and our close bilateral relationship, reflects this proximity and understanding of each other.
Our trade and commerce relationship, is robust and is growing further. India is a major source of food grains and other produce, helping ensure food security in Kuwait. Fisheries products are a major part of our bilateral trade, with India being the largest source of seafood imported into Kuwait. The major products that are imported from India include fish, notably pomfret, prawns and crabs etc. In 2019, India exported seafood worth about USD 30 Million to Kuwait. (Through 2019-20, India shipped 1,289,651 tonnes of seafood, worth $ 6.68 billion, compared with 1,392,559 tonnes of seafood (worth $6.73 billion) the previous year.)
The last year was an extraordinary year. All parts of our lives were affected by the COVID-19 pandemic. We went out far less often, and we did not visit restaurants as we used to do earlier. Consequently, the demand for seafood was affected globally. Even then, India exported marine products worth of about 7 billion USD and our export to Kuwait was also sizeable.
It is commendable, that the Indian seafood exporters have adopted rigorous quality standards, and SOPs to follow COVID-19 related protocols to ensure that when the product reaches our table, it only brings happiness and no anxieties with it. It is a vital requirement for the times we are in, and I am happy, that our producers and exporters ensure, that COVID-19 stays away from our plates and our homes.
As this year progresses further and hopefully demand normalizes, Indian exports will pick up, and consumers in Kuwait, and elsewhere, will be able to relish, their favorite seafood dishes.
It is thus, an ideal time, for Indian exporters and Kuwaiti importers to come together and discuss, the prospects of their trade, and make preparations for the future.
We have an impressive line of speakers joining us today. I am happy to welcome Shri K S Sriniwas, Chairman of Marine Products Export Development Authority, India, whose dynamic leadership and engagement, in promoting exports of marine products from India, is helping Indian exporters to reach newer markets. I am sure, that his remarks will help you all, gain further insights in seafood industry in India, and its prospects in Kuwait.
I am happy, to welcome our guest of honor today, Dr Reem Al Fulaji, Deputy Director of Public Authority for Food and Nutrition (PAFN), State of Kuwait. As a representative of the regulating body in Kuwait, responsible for import of fisheries and related products, I am sure she will be able to share, her insights to help promote quality import from India. A detailed presentation from her colleague, Mr. Faisal Al-Rashidi, on all aspects of seafood import, from the Kuwaiti Regulator’s perspective, would be of great utility, to all our participants from India today.
We also have industry representatives, from Kuwait and India, joining us today. I am sure, that the experiences of Mr. Mashal Ahmad AlJarki, Group CEO, Al-Thiqa group of companies and Mr. Alex K. Ninan, President, Seafood Exporters Association of India (SEAI), Kerala region, India will be useful, for all participants of today’s conference.
I wish every success to today’s conference, and hope that the participants form useful contacts with each other, and help promote the seafood trade between India and Kuwait in coming days. We, at the Embassy, particularly our Commercial Section, is always available for any help you need.

Registration for Indian Engineers in Kuwait
In continuation to Embassy’s earlier press release, dated 09 September 2020, on the above subject, it is clarified that this registration drive is for all Indian Engineers in Kuwait and not just those, who face accreditation related difficulties in respect of their engineering colleges/institutions. Please note that this information is urgently required in the Embassy to take up the matter concerning Indian engineers with concerned authorities.

REGISTRATION DRIVE FOR EMERGENCY CERTIFICATES
Embassy of India in Kuwait is pleased to inform that the registration drive for Indian travel documents continues to proceed smoothly. The Embassy will contact each of the registered Indian nationals in due course.
2. In the meantime, the Embassy has decided to extend the registration drive to include Indian nationals, who currently hold valid Emergency Certificates (ECs). Thereby, all those without travel documents and those with valid ECs are advised to register by filling in the google form online (https://forms.gle/pMf6kBxix4DYhzxz7) or by submitting duly filled-in enclosed application form at the boxes kept at the Embassy Consular Hall and at Indian passport offices in Sharq, Jleeb Al Shuwaikh and Fahaheel. For any queries, please write to community.kuwait@mea.gov.in.
3. It is reiterated that the registration drive is absolutely free of cost and fee for issuing travel documents will be collected at the Embassy counter directly in due course. 4. Embassy of India in Kuwait is pleased to announce inauguration of the “Thematic Library”within its premises on Wednesday, 26 August 2020, at 1430 hrs. The Thematic Library aims to present India’s rich and vibrant cultural, literary heritage in its myriad, diverse and splendid forms in an interesting format with a focussed weekly theme. Keeping with the spirit of the festive season, which includes the upcoming festival of Onam, the theme of the Library for the next fortnight is “Festivals of India”.
A quiz competition on this subject will be conducted during the entire duration of the current theme. Participation is open to all the visitors of the Embassy with the quiz forms being placed at both the Reception and the Consular Hall of the Embassy. The Thematic Library also has a digital interface in the form of its official twitter account, @thematic_lib, through which India related books and relevant literary information will be shared regularly.

74th Indian Independence Day Celebration by Embassy of India Kuwait
Embassy of India, Kuwait has been celebrating the Independence Day with participation of Indian nationals, Pravasis, and Friends of India in Kuwait. This year, due to the ongoing COVID-19 pandemic and to follow local government’s guidelines regarding social distancing and other related regulations, there will be no public function at the Embassy premises on Independence Day. However, Embassy will be live- streaming the flag hoisting and delivery of speech by Ambassador. Esteemed Community Members, Pravasis, and Friends of India are requested not to visit Embassy on Independence Day, 2020 i.e. 15th August, 2020 and watch the celebration at their home.
India celebrates its Independence Day every year on 15 August with great passion. Embassy of India, Kuwait has been organizing several cultural activities during the celebration in collaboration with Indian Schools and Indian Associations. This year, due to the ongoing COVID- 19 pandemic and to follow Kuwait government’s guidelines regarding social distancing and other related regulations, it would not be feasible to organize various cultural and social programmes on 74th Independence Day.
2. In view of the above and in order to facilitate large and vibrant Indian community in Kuwait to participate in the Independence Day celebration, Embassy has planned various online activities to be conducted during Independence Day celebration. Embassy of India requests resident Indians in Kuwait to record patriotic song and send it to Embassy. The selected video will be uploaded on the facebook (@indianembassykuwait) and twitter (@indembkwt) handle of the Mission. Recording can also be sent to Embassy at pic.kuwait@mea.gov.in with details of names, age and passport number.
3. The consent of participants for sharing of their videos by the Embassy of India, Kuwait on its official social media platforms is inherent and included in their act of submission of their entries. The videos should adhere to the laws, rules, and customs of the host government. Participants submitting the videos for this online programme are solely responsible for copyright regulations, if any. A Global Essay writing Competition named “India and the World after COVID-19” is being launched by FICCI in collaboration with ICCR.
Indian Nationals, PIO and OCIs(Age 21 and above) are requested to send their entries about the COVID-19 pandemic and how the world has changed and where India fits in and what could be the role of India in shaping the post COVID world order and what should be India’s priorities. The competition is also in the run-up to the FICCI’s participation in World Expo-Dubai later this year.

Art in the time of corona “United Against CORONA- Express Through Art” a global painting competition by ICCR
The COVID-19 pandemic around the world has taken the world by storm touching the lives of every human being on Earth! Bringing out the best and worst of human emotions – empathy, sympathy, kindness, concern, anger, frustration, social cohesiveness and bravery among others. Since ages, emotions of this nature has driven creative thought across the world, with people coming out with innovative ideas and ways to deal with these turbulent times.
2. The Indian Council for Cultural Relations (ICCR) with its focus on building cultural links with countries around the world and connecting people to people through Cultural and Educational exchanges, calls on Indians and citizens of the world to express these emotions through a competition entitled United against CORONA- Express through Art.
3. This competition is open to all amateur and professional artists from India and the world over in all age categories. The event encourages submissions of artistic expressions to present their emotions, feelings, ideas and innovative thoughts on the COVID-19, social distancing, quarantine and the fight against the virus through the following media:
• Paintings – on Canvas/Paper – oil, water colours, pencil, crayons
• Digital Art – Graphic Posters & Paintings

All Indian nationals in Kuwait are hereby informed that the Embassy of India never requests for any such payments/money transfers, nor for your bank details, nor for money transfers through telephone calls or through unauthorized means, nor will ask for your banking credentials/credit card details etc.
Established processes and procedures are in place i.r.o. various services provided by the Embassy, which are clearly laid out on the Embassy’s official website (https://www.indembkwt.gov.in/).
All concerned are therefore requested to exercise caution and not to fall prey to any fraudulent attempts. It may also be noted that victims may lodge their complaints with National Cyber Crime Reporting Portal, Delhi at www.cybercrime.gov.in

71st Republic Day of India
The 71st Republic Day of India will be celebrated in the Indian Embassy premises at Daiya Area, Gulf Road, on Sunday, 26th January, 2020. The unfurling of the National Flag will take place at 0830 hrs, followed by the singing of the National Anthem. Also School children from Indian schools in Kuwait will present a few patriotic songs.

Government Delegation to host ‘Study in Gujarat’ Roadshow in Kuwait in January
- Delegation led by Hon’ble Education Minister of Gujarat Shri Bhupendrasinh Chudasama to host a roadshow on 15th January, 2020 for schools and colleges in Kuwait

In order to promote Gujarat as an Education Hub of India, a delegation led by Hon’ble Minister of Education Shri Bhupendrasinh Chudasama along with Principal Secretary of Higher and Technical Education Smt. Anju Sharma will host a roadshow in Kuwait on 15th January, 2020 at Holiday Inn located at 140 Hamad Al-Mubarak St, Salmiya 22003 under the ‘Study in Gujarat’ campaign.
The roadshow will provide a glimpse of the thriving education sector in Gujarat and enable the interested candidates to get a first-hand understanding of the rich resources of the state in order to pursue higher education. The representatives of 22 universities and 4 colleges from Gujarat will be a part of the roadshow to provide more details to the interested candidates. The universities include Pandit Deendayal Petroleum University, Gujarat Forensic Science University, Nirma University and many others in addition to L.D College of Engineering, Gujarat Arts and Science College, Vishwakarma Government College and SAL College. The lead university for the roadshow in Kuwait is Ganpat University.
In the last decade and a half, Gujarat has been successful in establishing its identity as the leading educational hub of India. State of the art infrastructure, safe environment, curriculum at par with international standards and industry exposure gives students an edge during the course of their study.

Celebration of Constitution Day 2019
Embassy of India organized a function in its auditorium to celebrate the Constitution Day of India and mark the 70th Anniversary of adoption of India’s Constitution. The Constitution of India formally came into effect on 26 January 1950, which is celebrated as Republic Day of India. The event was very well attended with the presence of a large number of distinguished guests comprising a Member of National Assembly of the friendly State of Kuwait, officials from the Government of Kuwait, representatives from Academia, leading Think Tanks, Diplomats, representatives of the Indian Community in Kuwait, and a significant number of Kuwaiti and Indian students. An eminent Constitutional expert and Professor of Public Law at Kuwait University, Dr. Mohammad Al-Feeli, was the Keynote speaker at the event.
Addressing the gathering, H.E. Mr. K. Jeeva Sagar, Ambassador of India to Kuwait, credited the Constitution for the progress of the country governed by strong, independent democratic institutions; and for creation of an ecosystem which provides meaningful freedom for realization of true potential of an individual. Underlining that Kuwait itself is a Rule-based and Constitution-based nation, the Ambassador thanked the leadership, the Government and the people of Kuwait for their humanitarian and friendly approach towards expatriates in general and Indian community in particular. In his keynote address, Dr. Feeli highlighted the salient features of the Indian constitution, particularly the aspects of Pluralism and Secularism, Fundamental rights, Directive Principles of State Policy, and the principle of separation of powers. He spoke about the farsightedness shown by the drafting members of the Constitution in providing an enduring framework of the Rule of Law to fulfill the aspirations of over a billion people.
Two short documentaries on India’s Constitution viz. “India –The Spirit of Freedom” and “Mooknayak – Leader of the Silent” were screened on the occasion. On the sidelines, a collection of photographs on the theme - “Making of the Indian Constitution” were also displayed.
